In addition to setting out how direct payments would operate, the consultation paper sought views on a number of key issues to be contained within the regulations and guidance. Central to the government’s view of how direct payments should function was the belief that recipients must be ‘willing’ to receive payments instead of services and ‘able’ to manage them (DoH/Scottish Office/Welsh Office/Northern Ireland Office, 1996, p 3). While service users could receive extensive support from others, they would ultimately remain responsible for the management of their payments.
